Why cruel lobbies as a starting point
Perhaps the reason I begin with lobbies that are cruel to their own or other places or, alternately, hijack sensitive areas like healthcare being placed above the law is that we are currently seeing such and while law and order may in places be ineffective and that must be worked on next and simultaneously, there is a hierarchy of problems and this cannot be neglected and there are more fears and pressures in facing such a lobby head on, not to hurt or revolt against underlying pillars but to call out errors and discrepancies that no longer serve interests or are not checked enough to be able to preserve functions of interests being checked; it becomes more important resultantly, there are codified forms of accountability and the means to; what is above the law can be a discouraging distortion for the rest.
